David Mark: ADC Reviewing Constitution to Strengthen Internal Democracy

The African Democratic Congress (ADC) has launched a review of its constitution to reinforce internal democracy, ensure inclusiveness, and align with global best practices in party administration.

Speaking at the inauguration of a 22-member Constitution Review Committee in Abuja on Thursday, ADC National Chairman Senator David Mark said the exercise is not about changing the party’s principles but strengthening them.

“A party’s constitution is its moral compass and legal backbone. It defines our ideology, guides our conduct, regulates internal processes, and safeguards internal democracy,” Mark said. He emphasized that the review aims to empower members, promote unity, resolve disputes fairly, and position ADC as a credible alternative for national leadership.

Mark directed the committee to consult widely with party members and produce a constitution that ensures clarity, fairness, accountability, and transparency in all party structures and processes.

Etigwe Uwa, SAN, chairman of the review committee, said the exercise seeks to make the constitution “much better” and not because the current one is flawed. He highlighted the importance of examining party structures at the grassroots to enhance mobilisation and engagement.

The committee, which includes prominent figures such as former ADC National Chairman Dr. Ralph Nwosu, Senator Enyinnaya Abaribe, and former Imo State Governor Emeka Ihedioha, has been given 30 days to submit an interim report and proposed amendments to the ADC National Working Committee (NWC).

Among its 11 terms of reference, the committee will ensure the revised constitution:
• Promotes inclusiveness, equity, and fair participation of women, youths, and persons with disabilities
• Enhances transparency, discipline, and accountability
• Aligns with Nigeria’s constitution and electoral laws
• Clarifies provisions on party primaries, congresses, dispute resolution, and the roles of party organs

Uwa pledged that the committee would engage both physically and virtually with members to produce a “near-ideal, workable constitution that enjoys buy-in across the party and the country.”
